अमेरिकी सीनेट ने दिया भारत को झटका, नहीं मिलेगा 'विशेष सहयोगी' का दर्जा

भारत को अमेरिका का वैश्विक रणनीतिक और रक्षा सहयोगी का दर्जा देने वाला प्रस्ताव अमेरिकी सीनेट में पारित होने में असफल रहा है। यह तब हुआ जब अमेरीका द्वारा अपने निर्यात नियंत्रण नियमों में संशोधन हेतु लाया गया एक महत्वपूर्ण संशोधन पारित नहीं हो पाया।

प्रधानमंत्री नरेंद्र मोदी ने कुछ दिन पहले ही अमेरिकी कांग्रेस के संयुक्त सत्र को संबोधित किया था, जिसके बाद अमेरिका के प्रमुख सीनेटर जॉन मैक्केन द्वारा राष्ट्रीय रक्षा प्राधिकार अधिनियम (एनडीडीए -17) में संशोधन का प्रस्ताव लाया गया था। यदि यह प्रस्ताव पारित हो जाता तो भारत को अमेरिका का एक वैश्विक रणनीतिक और रक्षा सहयोगी का दर्जा प्राप्त हो जाता।

पीएम की अमेरिका यात्रा के दौरान मोदी और बराक ओबामा द्वारा दिए गए एक सयुंक्त वक्तव्य में अमेरिका ने भारत को एक "प्रमुख रक्षा सहयोगी" का दर्जा देने का जिक्र किया गया था। जिसके तहत रक्षा संबंधी व्यापार और तकनीक के क्षेत्र में सहयोग करना था। एनडीडीए -17 को यूएस सीनेट द्वारा भारी बहुमत से पारित कर दिया गया था जिसके पक्ष में 85 और विपक्ष में 13 वोट पड़े थे। लेकिन द्विदलीय समर्थन सहित कुछ प्रमुख संशोधनों (एसए 4618) को सीनेट की मंजूरी नहीं मिल सकी। इस पर प्रतिक्रिया देते हुए सीनेटर मैक्केन ने निराशा जताते हुए कहा, "मुझे अफसोस है कि सीनेट में हमारे राष्ट्रीय सुरक्षा से जुड़े कई महत्वपूर्ण मामलों पर बहस और वोटिंग नहीं हो सकी।"

मैक्केन द्वारा लाए गए इस प्रस्ताव में कहा गया था कि, सीनेट के संशोधन 4618 के पीछे कांग्रेस की भावना है कि दोनों देश (भारत और अमेरिका) सुरक्षा खतरों का सामना कर रहे हैं और संबंधों का मजबूत होना दोनों के हित में है। प्रस्ताव के मुताबिक भारत को वैश्विक सहयोगी के रूप में भी मान्यता देना अनिवार्य था। इस प्रस्ताव के जरिए राष्ट्रपति से अनुरोध किया गया था कि वह भारत-अमेरिका रक्षा तकनीक की प्रभावशीलता और रक्षा विभाग के इंडिया रैपिड रिएक्शन सेल की स्थिरता बढ़ाने के लिए प्रयास करें।

ओबामा के मोदी प्रेम पर चकित US थिंक टैंक, बोला- अब हर कोई है मिलने को आतुर

दो वर्ष पहले तक पीएम मोदी से कुछ लोग संबंध बनाने तक से कतराते थे, यहां तक कि उनसे मिलने में हिचकते थे लेकिन दो वर्ष के भीतर उनकी शख्सियत ऐसी हो गयी है कि अब उनसे हर कोई संबंध बनाने के लिए आतुर है। यह बातें एक शीर्ष अमेरिकी थिंक टैंक ने उस समय कही हैं जब पीएम मोदी की अगले हफ्ते अमेरिकी राष्ट्रपति बराक ओबामा से मुलाकात होने वाली है।

कार्नेगी एंडोमेंट फॉर इंटरनेशनल के एश्ले टेलिस ने मंगलवार को कहा, "प्रधानमंत्री बनने के बाद मोदी की यह राष्ट्रपति (ओबामा) के साथ संभवत: सातवीं बैठक होगी। कोई भी देश जो अमेरिका का औपचारिक सहयोगी नहीं है उसके शासनाध्यक्ष के साथ बैठक के मामले में संभवत: यह मोदी और ओबामा दोनों के लिए एक रिकार्ड होगा।"

सात जून को ओबामा-मोदी की बैठक से पहले व्हाइट हाउस में संवाददाताओं से बात करते हुए टेलिस ने कहा, "यह उस व्यक्तिगत रिश्ते के बारे में बताता है, जो दोनों के बीच पिछले दो वर्षों के दौरान विकसित हुआ है और अमेरिका के साथ मोदी के इतिहास को देखते हुए यह आश्चर्यजनक है।" अपनी अमेरिका यात्रा के दौरान प्रधानमंत्री आठ जून को अमेरिकी कांग्रेस की संयुक्त सभा को संबोधित करेंगे।

टेलिस की बात पर सहमति व्यक्त करते हुए मिलन कार्नेगी के वैष्णव ने कहा कि मोदी में आये व्यक्तिगत बदलाव उल्लेखनीय हैं। वैष्णव ने कहा, "दो वर्ष पूर्व तक कानूनी मुद्दे को लेकर मोदी अमेरिकी धरती पर कदम भी नहीं रख सके थे और अब अमेरिकी कांग्रेस की संयुक्त सभा को संबोधित करने वाले हैं। यह कुछ ऐसा ही है कि, एक व्यक्ति जिसे कल तक कोई संपर्क नहीं बनाना चाहता था आज उससे संपर्क स्थापित करने को आतुर है।"

दो वर्षों के शासन के दौरान विदेश नीति को लेकर पूरे अंक देते हुए टेलिस ने कहा, "किसी खास विफलता की पहचान मुश्किल है, पाकिस्तान और नेपाल ही दो ऐसे क्षेत्र हैं, जहां उनकी नीति थोड़ी कमजोर पड़ती दिख रही है। मोदी के शासनकाल के दौरान भारत की विदेश नीति उल्लेखनीय रूप से सफल रही है।" टेलिस ने कहा कि मोदी केवल बातों में ही यकीन नहीं रखते बल्कि अपने कार्य करने के लिए भी पहचाने जाते हैं। वह इच्छा रखते हैं कि संबंधों को दूर तक ले जाया जा सके।  Read more http://www.jagran.com/

ब्रसेल्स पहुंचने पर प्रधानमंत्री नरेंद्र मोदी को दिया गया गार्ड ऑफ ऑनर

प्रधानमंत्री नरेंद्र मोदी अपने तीन देशों के तीन दिवसीय दौरे के पहले चरण में आज ब्रसेल्स पहुंचे ।पीएम मोदी को हवाई अड्डे पर गार्ड ऑफ ऑनर दिया गया। इस दौरान पीएम 13 वें भारतीय-यूरोपियन शिखर सम्मेलन में हिस्सा लेंगे। ब्रसेल्स के लिए रवाना होने से पहले प्रधानमंत्री नरेंद्र मोदी ने वहां हुए आतंकी हमले का जिक्र करते हुए कहा कि बेल्जियम के लोगों की जीवटता और भावना को नमन करने के लिए कोई भी शब्द पर्याप्त नहीं हैं। ब्रसेल्स मे हुये भयानक हमले के बाद हम उनके साथ कंधे से कंधा मिलाकर खड़े हैं और हमले में मारे गये लोगों के परिजनों के प्रति संवेदना प्रकट करते हैं।

पीएम ने कहा कि बेल्जियम के साथ हमारे प्रगाढ़ संबंध हैं और यह समय की कसौटी पर खरे उतरे हैं। यूरोप में बेल्जियम भारत का दूसरा बड़ा व्याथपारिक साझेदार है। प्रधानमंत्री नरेन्द्र मोदी का 30 मार्च को बेल्जियम प्रधानमंत्री चार्ल्से मिशेल से ब्रुसेल्सन में मिलने का कार्यक्रम है। इसके बाद यूरोपीय नेताओं के साथ 13वीं भारत-यूरोप शिखर सम्मेरलन में भी शामिल होने का कार्यक्रम रखा गया है।

Boeing aircraft makes first 'green diesel' powered flight

The company powered its ecoDemonstrator 787 flight test airplane on December 2 with a blend of 15 percent green diesel and 85 percent petroleum jet fuel in the left engine.

"Green diesel offers a tremendous opportunity to make sustainable aviation biofuel more available and more affordable for our customers," said Julie Felgar, managing director of Environmental Strategy and Integration, Boeing Commercial Airplanes.

"We will provide data from several ecoDemonstrator flights to support efforts to approve this fuel for commercial aviation and help meet our industry's environmental goals," Felgar said in a statement.

Sustainable green diesel is widely available and used in ground transportation. Boeing previously found that this fuel is chemically similar to HEFA (hydro-processed esters and fatty acids) aviation biofuel approved in 2011. Green diesel is chemically distinct and a different fuel product than "biodiesel," which also is used in ground transportation. With production capacity of 800 million gallons (3 billion litres) in the US, Europe and Asia, green diesel could rapidly supply as much as 1 percent of global jet fuel demand.
  
"The airplane performed as designed with the green diesel blend, just as it does with conventional jet fuel," said Capt Mike Carriker, Chief Pilot for New Airplane Product. Development, Boeing Test and Evaluation.
  
On a lifecycle basis, sustainably produced green diesel reduces carbon emissions by 50 to 90 percent compared to fossil fuel, according to Finland-based Neste Oil, which supplied green diesel for the ecoDemonstrator 787. The flight test was coordinated with the US Federal Aviation Administration, Rolls-Royce and Pratt & Whitney, and EPIC Aviation blended the fuel.

Barack and Michelle Obama's romance made into movie

'Southside with You' will focus on the couple's romance, particularly the summer 1989 afternoon when he wooed her into a first date across Chicago's South Side, sources revealed.
  
The Homegrown Pictures production already cast 'Get on Up' actress Tika Sumpter to play young Michelle while search is still on to find an actor to play young Barack.The film highlights the day Michelle agreed to visit Chicago's Art Institute, took a stroll and watched a showing of Spike Lee's 'Do the Right Thing' with Barack.

In 1989, Michelle was working at a law firm as an adviser to a summer associate from Harvard Law, Barack. He fell for her and braved himself to ask her out on a date. "We clicked right away ...by the end of the date it was over...I was sold," Michelle recalled.

The couple got married on October 3, 1992 after three years of dating. Richard Tanne will be directing the indie flick using the screenplay that he wrote. Tracey Bing and Stephanie Allain are producing.

"Stephanie and I are excited to produce this smart and timeless film that sheds light on one of the great love stories of our time," said Bing.   

"Richard really captures the essence of that romantic connection between Barack and Michelle that is so evident in the way that they look at each other. We are looking forward  to finding the perfect Barack." Filming is scheduled to begin in July on location in Chicago.

Ban calls on India to put forth commitments on climate change

Against the backdrop of significant announcements by the US and China on limiting greenhouse gases, the Secretary General looks to India to also announce its own Intended Nationally Determined Commitment (INDCs) by June next year ahead of the 2015 climate conference in Paris where the new universal treaty on climate change will be adopted.

India's Environment Minister Prakash Javedkar will  represent the country at the ministerial-level at the UN Climate Change Conference in the Peruvian capital, Lima this week.

On the commitment expected from India to rein in its growing emissions, Ban told , "It would be very helpful for India to put forth an Intended Nationally Determined Commitment by June 2015 that is ambitious and appropriate for India's own development path."
  
"In Lima, I expect countries to agree on the draft text of the Paris agreement and answer key questions on the nature of the commitments that will be made by countries next year. I encourage India to continue playing a key and constructive role that will make a meaningful, universal climate agreement possible next year when countries meet in Paris," Ban said.
  
Following the US-China announcement last month, Ban had urged "all countries, especially all major economies," to follow Beijing and Washington's lead and announce ambitious post-2020 targets as soon as possible, but no later than the first quarter of 2015.

The UN Chief said while the commitments are to be determined nationally, "I would like to see them be as ambitious as possible, showing the world that countries intend over time to significantly reduce emissions, and perhaps come as close to climate-neutral as possible by the second half of this century.

"Investing in a low-carbon economy makes economic sense, it makes sense for improving health and well-being, and it makes sense to protect the environment," he said in an email interview.

Ban quoted the Intergovernmental Panel on Climate Change (IPCC) report which said that the world must act urgently if it is to limit global temperature rise to less than two degrees Celsius and noted that delay in reaching a climate agreement will cost the international community dearly.
